What begins in New York in the first week of October is the committee work that occupies the rest of the session, and the committee with the heaviest public search in a tense year is the First Committee. UNODA’s page for the eighty-first session says the First Committee — disarmament and international security — holds an organisational meeting on 1 October 2026 and substantive meetings from 5 October to 6 November 2026. The UN conference calendar lists the same New York window, with a “to be confirmed” flag on some committee rows. UNODA’s description is the clearer operational note, and it is the one used here.

What the First Committee does
The General Assembly has six Main Committees. The First Committee deals with disarmament and international security. It does not command armed forces and it does not impose sanctions by itself. It debates and adopts draft resolutions that then go to the General Assembly plenary. Those resolutions are political recommendations of the Assembly. A few agenda items are steps in a longer treaty process; most are annual texts on nuclear weapons, conventional arms, outer space, or regional security. Voting is recorded. Abstentions are part of the result, not a failure to vote.
An organisational meeting elects officers, adopts a programme, and sets the rhythm: a general debate, thematic debates, then action on drafts. UNODA says the organisational meeting is 1 October and the substantive work starts 5 October. Drafts are tabled on a deadline the bureau announces. A text that is not in the e-deleGATE or UN documents system is not “the UN resolution” yet. It is a draft.
How to read a vote without a speech
Each resolution has a document symbol. The vote, when there is one, is a set of yes, no, and abstain numbers, sometimes with a separate vote on an operative paragraph. Countries explain votes before or after. An explanation is not an amendment. If you report “the UN banned” something, check whether the text used operative language of prohibition and whether it was a First Committee draft or a plenary resolution already adopted. In October you are almost always looking at drafts and at committee votes, not at the December plenary wrap-up.

The Second Committee handles economic and financial questions. The Third handles social, humanitarian, and human-rights questions. The Fourth handles special political questions and decolonisation. The Fifth handles the budget. The Sixth handles legal questions. They meet in parallel. A humanitarian draft and a disarmament draft can be adopted on the same afternoon and have nothing to do with each other. The DGACM calendar is the way to see which room is which. High-level meetings of the eighty-first session — the general debate and the mandated high-level meetings — were scheduled in September, from 22 September onward, according to the president of the General Assembly’s calendar. They are not replayed in October. A search for “UNGA October” that expects another week of leaders’ speeches will be disappointed, and the useful correction is the committee calendar.
How to follow from India
Use the Journal, UN Web TV for open meetings, and documents.un.org for drafts. UN Web TV is the legal public stream. A clipped speech on a short-video app often drops the vote that followed. For India’s vote, the explanation of vote from the Indian delegation, when one is delivered, is the primary sentence. Do not infer it from a previous year’s explanation.
Evening IST is the New York morning. If you publish a live note, put EDT and IST in the same line so a reader in Kolkata does not think the meeting is tomorrow.

How to follow a committee without pretending it is a summit
The First Committee’s organisational meeting on 1 October sets the bureau and the programme. The substantive work from 5 October to 6 November is a general debate, thematic debate, and then votes on drafts. A speech in the general debate is not a resolution. A draft with an L-document symbol is not yet adopted. A recorded vote in committee still has to go to the plenary before it is a General Assembly resolution. If your headline skips those steps, you will announce outcomes that have not happened. The fix is to keep the document symbol in the sentence.
Other Main Committees open in the same fortnight. The DGACM calendar shows Second, Third, and Fourth Committee windows from 1 October, and Fifth and Sixth from 5 October, with several rows still marked to be confirmed when this guide was written. The daily Journal is the confirmation. A humanitarian text and a disarmament text adopted on the same afternoon are neighbours in time, not in subject. India’s explanation of vote, when one is delivered, is the sentence to quote for India’s position. Last year’s explanation is a different year.
New York mornings are Indian evenings while daylight time lasts. Nine hours and thirty minutes is the gap. UN Web TV is the public picture of an open meeting. A clipped vertical video usually keeps the adjective and drops the vote. For a reader in India who has one tab, the Journal plus the official stream is enough. High-level week, with leaders and the general debate, was a September event. October will disappoint anyone waiting for another week of speeches from heads of government, and the useful service is to say so at the top.
The General Assembly’s Main Committees are how the session does most of its text after the September speeches. A First Committee vote is a number of yes, no, and abstain, sometimes with a separate paragraph vote before the whole. Abstain is a choice the machine records. It is not a member who missed the button. Explanations of vote are speeches about the vote. They do not change the number. When you brief an Indian evening audience, a 10:00 EDT start is 19:30 IST only if the Journal actually lists 10:00 that day. Some meetings start later, and some are informal and closed. Closed means there is no stream, not that a secret treaty was signed. The outcome, if any, appears when a draft is issued. UNODA’s page is clear that substantive First Committee work runs to 6 November. That end date is the committee’s session, not the Assembly’s adjournment. Plenary adoption of the same drafts is a later act.
If you cite the DGACM calendar, keep its caveat. Several October committee rows were marked “to be confirmed.” UNODA’s First Committee page is firmer: organisational meeting on 1 October, substantive meetings from 5 October to 6 November. Where those sources differ in confidence, say so. A confirmed organisational date plus a confirmed substantive window is enough to brief a reader. It is not a promise that every adjacent committee has cleared the same bar.
