How votes in the October 2026 bye-elections are counted on 9 October: rounds, postal ballots, VVPAT checks, and when a trend becomes a return.

Counting day is a different event from polling day, and the searches split the same way. For the six bye-elections the Election Commission scheduled in September 2026, the poll is Tuesday, 6 October, and votes are counted on Friday, 9 October 2026. The Commission’s annex says the process shall be completed by Sunday, 11 October. This note is about the count: where numbers come from, what a round means, and what is still unofficial until a return is signed. The seat list and the nomination calendar are on the companion page.
Verification note: The counting date is in the Commission’s bye-election schedule announced on 7 September 2026. The description of rounds, Form 20, and postal ballots below is the standing ECI method, not a new rule invented for these six seats. Centre addresses and the exact hour the halls open were not in the annex we reviewed. Read those from the returning officer. This page does not forecast margins.
When 9 October starts in IST
Counting is in India, so the zone is IST. The Commission’s usual instruction is that counting begins at 08:00 unless a specific order says otherwise. That 08:00 start was not restated in the 7 September annex, so treat 08:00 as the standing practice and confirm the district order the day before. If a centre is told to start later because of a security or logistics note, the later time is the real one.

A breakfast-time graphic that declares a winner before the first round is posted is not a count. It is a guess.
What is inside the hall
Each counting centre is organised into tables. Electronic voting machine control units are brought from the strong room and distributed under a written record. A round is a set of machines counted together. After each round, the table tally is recorded and the cumulative total is updated. Agents are allowed to watch the display and to ask for the procedure in the handbook if a step is skipped. They are not allowed to handle the machine. A dispute about a particular machine is noted and dealt with under the Commission’s instructions; it does not, by itself, stop every other table in the country.
VVPAT slips are the voter-verified paper trail. The Commission’s current instructions say when a slip count is mandatory — for example a full slip count of a sample of machines, or a count when the margin is inside the trigger the instruction sets. Do not promise a 100 percent slip count at every table unless the instruction for this election says that. If you cite the sample size, cite the circular, not a memory of 2019.
Postal ballots
Postal ballots are counted at the place and in the order the returning officer is given. They include the ballots of service voters and other categories the law and the Commission’s directions allow, and any home-voting papers that were notified for eligible electors. The postal pile can be small and still decisive in a bye-election, because the electorate of one assembly seat is much smaller than a state. Report the postal total as its own line. Folding it silently into “EVM leads” is how early trends mislead.
Rejected postal ballots — missing declarations, identifying marks, late receipt where lateness is disqualifying — are a normal part of the table. A rejection is not evidence of a stolen election unless a competent challenge says so and succeeds. The reason for rejection is on the form, and agents can see the category.
From round-wise trends to a result
Television and portal tickers during the morning are trends. The legally meaningful step is the completion of Form 20, the final result sheet, and the declaration by the returning officer. Only then is there a returned candidate. In a close seat the last rounds and the postal ballots are the entire story. In a wide seat the direction is obvious early and the declaration still waits for the paperwork. Both are normal.
If the margin is inside the threshold for a recount under the Conduct of Elections Rules and the Commission’s directions, a candidate may apply. A recount is a procedure, not a scandal. If a booth’s poll was adjourned or voided, those votes are not in the 9 October pile until a repoll is held and counted under a fresh order. The completion date of 11 October is the schedule’s outer bound for the election process, which is why a repoll, if ordered, has very little calendar left. That is a reason to read orders quickly, not a reason to invent a repoll.
The six counts are separate
Madurantakam, Dharapuram, Thattanchavady, Rejinagar, Nandigram, and Nagaon are six returns. A trend in Nagaon says nothing about Nandigram. Nagaon is a Lok Sabha count, with more booths than an assembly seat, so its rounds will take longer if the centre plan is ordinary. Reserved constituencies do not use a different counting arithmetic; the reservation is about who may contest and how the seat is classified, not about a special EVM.
How to follow without a bad screenshot
Use the Election Commission and the chief electoral officer feeds for Tamil Nadu, Puducherry, West Bengal, and Assam. Prefer a page that shows round number and postal ballots as separate fields. If a channel will not say whether postal ballots are included, do not quote its seat call. Keep a note of the returning officer’s declaration time if you are writing a story that must still be true on Monday.

Round-wise notes that will still be true on Monday
If you are publishing a live page, store three numbers per round and never overwrite them: the round’s own tally, the cumulative tally, and a flag for whether postal ballots are in that cumulative. Readers can then see a lead appear and later see the postal line arrive, without thinking the earlier number was a lie. Delete nothing. Corrections are a new row. The returning officer’s declaration is the row that gets the word “final,” and it should cite Form 20 rather than a channel bug.
VVPAT slip counts, when the instruction requires them, take time and look like a pause. Describe the pause as a slip count if that is what the officer says it is. Do not fill the pause with a theory. Agents signing a round sheet are a routine step. A refused signature is a noted objection, and the count continues under the rule that governs objections. The outcome of the objection is a later line, not an immediate cancellation of the centre.
Nagaon will produce more rounds than an assembly seat if the plan is ordinary, because a parliamentary constituency contains more stations. An assembly seat can still take longer if a machine is held back for a technical check. Compare a seat with its own previous rounds, not with a different state. By Sunday 11 October the schedule expects the process to be complete. If it is not, the reason should be a Commission order you can link — a repoll, a recount application, a deferred table — and not a mood.
Agents are entitled to a copy of the round record as the Commission’s instructions provide. If you are a candidate’s representative, that paper is your note, and the officer’s declaration is still the return. If you are a reader outside the hall, you will not see every table. You will see the cumulative the chief electoral officer chooses to publish. Quote that feed and its timestamp. A faster private tally that will not say whether postal ballots are included is not faster in any sense that matters. It is incomplete. Wait for the feed that separates the lines.
