BBPS, AEPS, DMT and XDMT: software you can sell, not a banking licence

Most Indian distributors and CSP (Customer Service Point) networks do not need a neo-bank. They need BBPS (Bharat Bill Payment System), AEPS (Aadhaar-enabled cash-in/cash-out), DMT (Domestic Money Transfer), and XDMT (express DMT) on one retailer login — with a distributor tree above it and a super-admin above that. TheTriFusion in Jaipur builds and sells that software for fintech distributors, MSO operators, and B2B recharge/payment networks across India. We are not a bank, BBPOU (Bharat Bill Payment Operating Unit), or NPCI member: you, or your sponsor bank/aggregator, bring live API credentials; we design and ship the retailer-facing product on top of them.

What a retailer banking stack usually includes

  • BBPS software: biller fetch, pay, receipt generation, refunds, and commission slabs for electricity, water, gas, FASTag, DTH, insurance, and other billers your BBPS partner enables. The retailer app has to show the correct biller list per state/region and handle "bill not found" and duplicate-payment edge cases gracefully.
  • AEPS software: cash deposit, cash withdrawal, balance enquiry, and mini-statement flows using Aadhaar biometric authentication, built for CSPs and kirana-store agents who serve customers without a bank branch nearby. The biometric device integration (fingerprint scanner drivers) is a real technical dependency, not just a UI screen.
  • DMT software: sender and beneficiary KYC capture, IMPS/NEFT rail selection, transaction charges, daily/monthly limits per RBI guidance, and explicit failed-transaction handling so an agent's customer is never left unsure whether money actually moved.
  • XDMT software: a faster payout rail layered on the same retailer-distributor tree, with real-time status polling, automatic retry on rail timeout, and shared settlement reporting between XDMT and standard DMT volumes.
  • Panels: a retailer Android app (iOS/web as needed) for day-to-day transactions, a distributor console for wallet top-up and downline management, and an admin dashboard for commission configuration — this three-tier structure is the actual SKU operators buy, not a single flat app.

How the distributor-retailer hierarchy actually works

Fintech distribution in India typically runs Company → Master Distributor → Distributor → Retailer. Each tier needs its own wallet, its own commission slab (often a percentage that decreases as you go down the tier), and visibility limited to its own downline — a retailer should never see another retailer's transaction volume. Getting this hierarchy and commission cascade right in the data model, before writing any UI, is what separates software that survives a state-level rollout from software that breaks the first time a Master Distributor onboards fifty new retailers in a week.

Security still matters — arguably more than for a typical ecommerce site

  • e-KYC where required: Aadhaar OTP, PAN verification, Digilocker, or Video-KYC via your compliance vendor, gating account activation.
  • UPI add-ons: collect/intent flows and AutoPay when your bank/aggregator stack allows it, for retailer wallet top-ups.
  • Ledger: double-entry posting for every bill pay, AEPS transaction, DMT transfer, platform fee, and commission — so every rupee is traceable to a specific event, which is non-negotiable when regulators or your own finance team ask for a reconciliation.
  • Controls: AES-256 encryption at rest, TLS in transit, immutable audit logs, and role-based access so a support agent cannot see what only an admin should see.

Cost and timeline in India

A production-ready retailer package with one or two modules (for example BBPS + DMT), an Android app, and an admin console starts at ₹99,999 and typically takes 8-12 weeks after sandbox API access is available from your chosen BBPS/aggregator partner. Full BBPS + AEPS + DMT + XDMT white-label platforms with the complete distributor hierarchy are phased across a longer build. Live go-live still depends on your bank/NPCI/BBPS partner's own certification and onboarding process — that approval timeline sits outside the software build and should be started in parallel, not after development finishes.

What operators get wrong before hiring a developer

The most common mistake is assuming "the app" is the whole project. In practice, the software is maybe 40% of the launch effort — the rest is your API/aggregator partner selection, compliance registration, and distributor onboarding process. We scope the software piece precisely so you know what depends on your side and what depends on ours, rather than discovering the gap after signing a contract.

FAQ: BBPS, AEPS, DMT & XDMT software

Do I need a banking licence to run this business?

No, typically not for a retailer/distributor network — you operate under your BBPOU/aggregator partner's licence and API agreement. We recommend confirming this structure with your compliance advisor before development starts.

Can you add AEPS later if we launch with BBPS + DMT first?

Yes — the modular structure is designed so a module can be added without rebuilding the retailer hierarchy or wallet ledger.

Do you provide the API credentials or aggregator relationship?

No — you or your sponsor bring the live API credentials from your BBPOU/aggregator partner; we build the software layer on top of them.
