COP31 Antalya: 9–20 Nov 2026, What to Follow
COP31 runs 9–20 November 2026 at the Antalya EXPO Center. What the UNFCCC session is, how IST conversion works, and what is not yet confirmed.

The climate summit people will search in November has a host city and a fortnight, and it does not have a single televised kickoff minute yet. COP31, the UN Climate Change Conference, runs from Monday 9 November to Friday 20 November 2026 in Antalya, Türkiye. The UNFCCC page and the Turkish host site both use those dates. The conference campus is the Antalya EXPO Center in Aksu. Registration for parties, observer states, UN bodies, and admitted organisations is open through the UNFCCC online system. A clock time for an opening ceremony was not on the pages reviewed for this guide.
Verification note: unfccc.int/cop31 and the information-for-participants page, plus cop31.tr. Badge-collection windows are printed for participants and are not the same thing as the conference opening. This page does not argue a negotiating position.
Dates in IST
Türkiye is on ordinary time by 9 November (UTC+3; European summer time has ended). India is UTC+5:30, so IST is two hours and thirty minutes ahead of Antalya. A 10:00 local start, if one is announced, would be 12:30 IST. Until the presidency publishes that gavel time, do not print one.
- Conference dates: Monday 9 November through Friday 20 November 2026
- Venue: Antalya EXPO Center, Aksu, Antalya
- Zone: UTC+3, IST = local + 2 hours 30 minutes
- Opening-ceremony clock: not yet confirmed on the UNFCCC or host pages reviewed
- Leaders’ segment, if any: not yet confirmed as a separate dated event in the material reviewed; do not invent a “heads of state day”
The participant guide does publish badge-desk hours around the conference, including windows before 9 November and daily windows during it. Those hours are for accredited people collecting badges. They are not a public festival timetable. Quoting them as “COP starts at 07:00” would be wrong.
What COP is, in one page
COP means the Conference of the Parties to the UN Framework Convention on Climate Change. COP31 is the thirty-first session. Nearly 200 parties negotiate. The Paris Agreement has its own meeting, the CMA, which runs alongside. Subsidiary bodies for implementation and for scientific advice usually meet in the first week. The second week is when ministers arrive and unresolved text either moves or stalls. A “cover decision,” a finance argument, and a set of technical conclusions are different documents. A headline that says “COP agreed” without naming the document is incomplete.
Türkiye is the host and the incoming presidency. The UNFCCC secretariat runs the process and the Blue Zone, which is the formal conference area. A Green Zone or public programme, if the host builds one, is outside that legal process. Events there can be interesting and still have no negotiating status. Label them.
Who is in the room
Parties send delegations. Observer states, UN organisations, intergovernmental bodies, and NGOs that are admitted can register within the quotas and the nomination windows the secretariat publishes. Journalists need press accreditation. People without a badge do not walk into the Blue Zone because they bought a flight to Antalya. The host site points travellers to Antalya Airport and to transfer information for the conference period. That is logistics, not accreditation.
India is a party. The Indian delegation’s composition and any leader-level travel are announced by the Government of India, not by a summit fan page. Until that note exists, “not yet confirmed” is the right line for a prime-ministerial visit.
What to watch, without a campaign
Search interest clusters on three things: whether a finance number is written down, whether mitigation language moves, and whether the meeting runs past 20 November. COP sessions often spill past the scheduled Friday night. An overrun is a procedure, not a collapse, until the presidency says the session is suspended. Draft texts appear on the UNFCCC platform during the fortnight. The version that matters is the one the plenary adopts, not the PDF that circulated on Tuesday.
Civil-society actions and national pavilions are part of the fortnight and are not decisions. A pavilion announcement by a company or a ministry binds that announcer. It does not bind the COP. Keep those categories separate if you are writing for readers who will only see one screen.
How to follow it from India
Use unfccc.int for documents and the daily programme, cop31.tr for host logistics, and UN Web TV if a plenary is streamed. The daily programme is the antidote to a fake “secret session” post. If a meeting is informal and closed, the programme will often say so, and there will be no public stream. That is not censorship; it is how informal drafting works. Report the outcome when a text is published.
IST viewing of an Antalya afternoon plenary is an Indian evening. A midnight Antalya huddle is early morning in India. Convert from the daily programme’s local times rather than from a screenshot that has already been converted once, badly.
See how a diplomatic news spike gets searched, markets and news explainers, and another November-adjacent world date, Brazil’s October election. A document-heavy conference site is a content-structure problem; web development and digital marketing are the relevant services.
Two weeks, several documents, one venue
COP31 is a fortnight at one campus, and the documents are the product. The first week is usually technical: subsidiary bodies, agenda fights, and draft text that is not yet near adoption. The second week is ministerial. A reader who only tunes in on 9 November for a “treaty signing” will be early by years; the Paris Agreement already exists, and this session is about implementing and amending decisions under that machinery. Name the document. A cover decision, a finance text, and a subsidiary-body conclusion can all be adopted, or not, independently. “COP failed” and “COP succeeded” are slogans unless they point at a symbol.
The Blue Zone is the UNFCCC’s area. Accreditation is mandatory, quotas are real, and a badge is not transferable. The host’s transfer advice and the Expo Center address in Aksu are how accredited people get there. They are not an invitation to the public to enter negotiations. If Türkiye runs a public-facing programme outside the Blue Zone, label it as public. A corporate pavilion announcement binds the announcer. It does not bind 190 parties. Indian viewers should convert from the daily programme: Antalya in November is two and a half hours behind IST, so a late-night huddle in the halls is early morning in India, and an overrun past Friday 20 November is a known COP habit, not automatic news of collapse.
Leader-level attendance was not dated in the pages reviewed. The Government of India will say if the prime minister or a minister is going. Until that note, do not place anyone on a plane. The same restraint applies to a rumoured “big number” on climate finance. If it is not in a published draft, it is not a decision. unfccc.int is the file. cop31.tr is the host. Use both, and do not let either impersonate the other.
Badge-desk hours in the participant guide are a trap for headline writers. They start before 9 November and they describe when an accredited person may collect a badge, including early windows and daily windows through 20 November. They are not the opening ceremony. Until the daily programme prints a plenary time, the honest IST line is the offset only: Antalya is two hours and thirty minutes behind India, and the conference dates are 9–20 November. Registration being open in the UNFCCC system means eligible organisations can nominate delegates. It does not mean a public ticket exists. Parties, observer states, UN bodies, and admitted NGOs are the categories the secretariat named. Everyone else follows UN Web TV and the document portal.
India’s delegation, if it includes a head of government or a senior minister, will be a Government of India announcement. Pavilion events and national statements are scheduled inside the fortnight and can be newsworthy without being decisions. Quote them as national statements. The decision is whatever the plenary adopts, and it will have a document symbol when it does.
The UNFCCC page titles the meeting as the UN Climate Change Conference in Antalya in November 2026 and states the dates 9 to 20 November. The host FAQ repeats the city and the fortnight and names the Expo Center. Between those two sources the date and the place are confirmed. Between them the opening minute is not. Publish the fortnight, publish the offset, and leave the gavel blank until the daily programme fills it. That is a complete answer to the search, and it will not have to be retracted.
